The 26th Congress of the CPSU (Communist Party of the Soviet Union) (literal translation of the Russian title), the 1981 Russian political congress which opened on February 23rd in Moscow, Russia. This was the first congress presided over by Leonid Brezhnev (who gave a 5 hour speech). The text at the bottom translates to, "The main foreign policy purpose of our state was and remains preserving peace. - L.E. Breshnev".
