A replacement for the ineffective League of Nations, the organization was established after World War II in order to prevent another such conflict. Other objectives include: maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict. It is headquartered in New York City, and now has 193 member nations.

We do not know if this is a signature as we cannot determine any link between this person and this poster, so it could be a signature or it could be a defect.
