It was established by John F. Kennedy in 1961 and authorized by Congress by the Peace Corps Act. The Peace Corps trains and deploys volunteers to provide international development service with skilled workers in fields such as education, health, entrepreneurship, women's empowerment, and community development. In it's peak, the program had 15,556 volunteers in 52 countries, but following budget cuts in 1989 the number of volunteers declined to 5,100.
