The Amazing Mr. Nordill, the 1947 Joseph M. Newman short starring Leon Ames, Clinton Sundberg, Paul Maxey, and narrated by John Nesbitt. Note that this was one of a series of 64 short subjects produced and narrated by John Nesbitt, made between 1938 and 1949, and distributed by MGM.
