Note that Norman Wexler was a world renowned script writer, whose scripts included Saturday Night Fever, Serpico, and Joe. He also wrote serious Broadway plays. Unfortunately, he suffered from severe mental illness, and in 1972, was arrested for threatening to kill Richard Nixon. While this script was never produced (at least under this title), it would seem likely that he was writing about a subject he knew a great deal about, mental illness, and given that a major portion of the script concerns a fake assassination attempt of the President of the United States (that the president himself is in on), we would think it was written during a time when Wexler had a manic episode.
