This means that it was either printed in Russia (or created in the U.S. by its U.S. distributor), and was intended to be used when the movie was shown in English speaking countries. In the case of this specific lobby card, it appears to be completely homemade, with the writing at the bottom actually painted onto the card (although the rest of it appears to be printed).
