He was a U.S. Representative, U.S. Senator, and the Democratic Party presidential nominee in the 1972 presidential election. Note that McGovern was beaten by Richard Nixon in a landslide victory, partially because Nixon had McGovern's campaign headquarters bugged, which led to the entire Watergate scandal, and caused Nixon to resign as President.
