We don't know why this film was never made with Karloff, but a version of it was finally made in 1944 by PRC with John Carradine in the lead, and we don't know if there are similarities in the movie besides the subject matter. The campaign book page from the 1935/1936 Universal campaign book has striking art that is signed by "Grosz". We suspect this might be George Grosz, an artist who had a very long career, but who emigrated from Europe to the United States in 1932, and drastically changed his art style.
