Detective Comics #1 was published in March 1937, and Action Comics was not published until June 1938, but Superman appeared in Action Comics #1, and Batman did not make his debut until Detective Comics #27, which was not published until March 1939, so while Superman predated Batman, Detective Comics predated Action Comics! Amazingly, Detective Comics is still being published, and there have been over 1,000 issues. It is of course most closely connected to Batman, who originated in Detective #27, and who debuted in his own comic, Batman #1 in March 1940.
