Note that this poster features Golovin art of Hitler as the Pied Piper leading workers astray. Its intent was to say that people need to pay attention on the job and not "drink and play" too much after work hours, because if they do, they will ultimately be like "rats" following the "Pied Piper" (who is drawn as Hitler, wearing a swastika armband and blowing on a trumpet with swastika notes emerging from it!). This might seem "heavy handed" by today's standards, but the fate of the world was at stake at that time!
